I think it`s important to use a flag and not a whip as flags will not hurt the horse, pluss it`s easier to move them with it, which will make it easier for you to succeed with building a habit of your horse going backwards before being fed. As always horses respond better to being told what to do than being told what not to do, asking for backwards is different than asking the horse not to come closer or stay where it is.
